Reasons for unsatisfactory cleaning should be disclosed
When the officer authorized to order departmental punishment demands an explanation from the employee in accordance with Section 89 of the Act, if the explanation provided before that according to Section 88 of the Act is not satisfactory or if it appears that the punishment should be more than the proposed punishment, the reason shall be disclosed. If a departmental investigation has been conducted in accordance with sub-section (2) of section 88 of the Act in relation to such an employee, the justification of the proposed punishment should also be disclosed in the said explanation.
